Question about amount of turns used when attacking...
Sometimes thievery uses 2 turns... sometimes more. What determines that amount of turns used??? Anyone... Anyone....

It takes more turns when they are bigger or smaller than you.
Some actions can take 20 turns or use to, i think that was lowered but i'm not sure.

To expand a little on Vox's answer.
Each in game option has a default amount of turns that it costs. Scum and Sorc tend to cost 2 turns, and warfare tends to cost 4.
When you attack a kingdom, it compares you with the kingdom you are attacking, if you are significantly larger or smaller than the kingdom, it costs an increasing amount of turns to attack them. The larger (or smaller) you are comparatively, the more it'll cost.
The turns increase as follows:
Kingdom 1 Networth * 25 > Kingdom 2 Networth
War: 10 turns
Scum: N/A
Sorc: N/A
Kingdom 1 Networth * 15 > Kingdom 2 Networth
War: 9 turns
Scum: N/A
Sorc: N/A
Kingdom 1 Networth * 12 > Kingdom 2 Networth
War: 8 turns
Scum: 6 turns
Sorc: 6 turns
Kingdom 1 Networth * 9 > Kingdom 2 Networth
War: 7 turns
Scum: 5 turns
Sorc: 5 turns
Kingdom 1 Networth * 6 > Kingdom 2 Networth
War: 6 turns
Scum: 4 turns
Sorc: 4 turns
Kingdom 1 Networth * 3 > Kingdom 2 Networth
