NPC's (from a roleplay point of view)

NPC's (from a roleplay point of view)
At the moment there are about 200 random NPC leader/race/kingdom/god combinations in the database. There is no logic to them, simply randomly chosen leadername names and kingdom names.
I've had a though relating to a roleplay tweak I've been considering. One where certain 'core characters' have accounts on the boards, and permission can be requested to roleplay with them.
I was thinking that it might be better to have in game NPC's that actually mean something, and then adding those NPC's to the storyline. Obviously the current list of 200 or so is too many, so I was thinking of reducing the list to a maximum of 19 different NPC kingdoms per faith. 1 for the Mortal God themselves, the rest split between 2 of each of the 9 races
Those 19 would work as follows:
Kingdom 1 - Angelique of Istan, Barnabas of The Empire, Leto of the Free Cities
Kingdom 2 and 3 e.g. Leadername of Istan Empire Borderlands or Leadername of Istan Free Cities Borderlands
Rest of Kingdoms work through Northern XXX, North-North-Eastern XXX, North-Eastern XXX, East-North-Eastern XXX etc.
Rather than just pulling these characters from nowhere I am hoping that over the course of this age, some of you will suggest some (or many) tweaks to the following

That's the whole point, it gives more in game reason and options.
Faiths might chose to defend their NPC's for example, or HoF might hold records of which 'God' was killed the least over the age etc.
So, do I need to pick all of these names and description totally myself? Does nobody have any ideas at all?

Would it be wrong to use the names of our game's legends of old? We could always change them if said legend ever returned.

I can where the idea is coming from, but if we do that we create a selection of additional problems if someone ever comes back.
The idea is to eventually register NPC accounts on the boards and enable roleplayers to switch into NPC accounts for roleplay posts. By using old player names, you'd take away thier ability to return and also start posting 'in their name'.
I'd also eventually want to create miniatures of the NPC's, and without the old players input, we'd also be changing the look of their character. With thier input, we'd lose the NPC because they'd possibly want to register the account again.

There would still be the issue of players switching into 'for example' the Torkano account. But I guess not all NPC's need to be accessable, expecially when Tork's account is actually already registered. He must have registered but not got the chance to post before he passed.

Most of our departed were pretty dedicated to a faith in guilds. I don't know if you have that info, but it seems obvious to assign them to their typical faith for departed leaders. I don't remember, it being more than 10 years ago for me when I played prior to this go 'round, but it's a start.

If you're gonna make the NPC's accessible through RP an' not only in-game, then we need to come up with roleplay descriptions of the NPC kdms (maybe not ALL of them, but a few key ones perhaps). I would draw on your map an' old stories for the most part.

Other than the suggestions from Joe nobody has really shown any interest in naming and describing the NPC's at all, hence why the original NPC's are still being used in game.
