There are plenty of options for wars left without resorting to an early reset or changing the way the game works (e.g. own faith attacks). The idea of claiming victory in Bloodbath/Domination is for situations where the game is realistically over, with no options left. This isn't one of those situations.

If were just going to give up after a single round of war then I'm not really sure of the point of running the game. Every one of the larger guilds currently playing has at least one war option incoming and outgoing. Some are harder, other are easier, but the options are out there.

BAN can still declare faith war on Barnabas, or Leto AND Barnabas
BAN and AoA can still declare faith war on Barnabas, or Leto AND Barnabas
Barnabas can declare faith war on BAN (or Angelique)
Barnabas and Leto can declare faith war on BAN (or Angelique)
CoM can declare war on DR (with or without Goblins) or attempt BAN
DR can declare war on CoM or Empire (with or without SW) or attempt BAN
Empire can declare war on DR (with or without Goblins) or attempt BAN

Really, it's only Goblins, SW and AoA that have a harder job of finding targets and that's a side effect of being a smaller guild. There is also nothing stopping a few members leaving larger guilds to bolster smaller guilds and create a better war option.
